Victory is never impossible. However, it does require a concentrated effort by a large group of active, organized people. The game is set up that once someone has a deciding advantage in terms of money they can easily make more and more unit from previously bought units [armed rebels are very inexpensive]. Thus even if two people control the world, but one has a sizable advantage over the other, in a short amount of time the person with the larger empire can use attrition to win his wars. Tactics must be used in order to overcome the entrenched, larger foe.

First, it is best if someone attempting the following does not have any presidencies as it will render most of the following impossible.

The only way to win against a larger foe is unconventional warfare. While it may be possible to sometimes win in large, one on one confrontation, many times it is impossible. I will now discuss several ways to use the game mechanics to your advantage.
Look for weak points. Any large empire is spread out. Larger cities will most likely have a large number of units. However, there are many smaller cities scattered across the globe. One must take advantage of these smaller cities. Many times they may only have the minimum amount of units needed to hold the city because it is unimportant. If there are only 1,600 units needed to hold a city it can sometimes be quite easy to take such a city.
Let me now tell you how to use these weak cities as a way to strike back against opposition.

First, use secret hideouts. These are perhaps the one most underused thing in the entire game. These bases hide units, and movement between them is not seen. It is perhaps not that good to send units to the other side of the globe as that can take days, but for regional deployments between countries it is better to use these buildings because people cannot see your movements for a longer time. If people know that you are missing units then they will have to guess until you deploy these units to cities. This is especially useful for smaller countries where it is easier to move to the few towns there are. However, it is almost useless for a country like America, China, or Russia where it can take many hours to reach a town.

In small nations the secret hideout should be a primary weapon. Especially in late stages when forces have moved to the fronts [which while less defined in MC still do exist] A person can recruit the needed units in a hideout and make a quick and efficient strike at the enemy forces in a city or town, taking it over for a few minutes and eliminating the income from that town and then leaving one unit there. This will prevent people from building and moving more units from another area further decreasing power in an area. These hit and run tactics are efficient in decreasing enemy presence at the front and allow for stronger strikes in different areas.

Second, While perhaps not useful against large, established unions, in the early stages of a game rebellions and holy wars are good ways of increasing power quickly. These rebellions and holy wars take 24 hours leaving you venerable to assassins. However, many times they are worth the risk. They allow you to prevent people from gaining money at the same time as you decrease their power. This is especially effective is a majority of a person’s forces are in one town. To do these you must go to a town that is disloyal or a loyal town with a president and negative fame [no ordinances]. One must also look at the targeted person’s fame in rebel or fanatic recruiting as that will affect the outcome if it is higher than yours [a holy war is effective if you have previously recruited fanatics there as fanatic fame does not spread as quickly]. If the president is hated enough you may get all his units and add them to your own. It is especially potent if there are tanks or snipers that you get also. However, if you succeed and more than half the units escape, it is imperative that you leave the city with your units before retaliation comes.

Third, recruiting can be a potent weapon, especially recruiting rebels as fame for rebels is more world encompassing than fanatic fame. When you have a high enough fame, you do not need that many units to cause havoc. There are many towns across the world that are defended with only minimal units when there is an established union. Especially in larger towns it is easy to usurp these people. Quite often the garrison units are armed rebels or gun soldiers. That means there is usually a maximum of 10,000 infantry attack. In some cases it can take a maximum of a day before you overtake this with recruiting. To use this as a weapon one just travels to the town and recruits and when you achieve a high enough power you attack and take mayorship. Then immediately leave town for another city and then your units for the hideout [except for 1]. It will provide constant harassment when done with enough people. Even if you are defeated, if done in a weak enough town it will lower income and perhaps disallows the actions of ordinances.

These three things: Secret hideouts, Rebellions, and recruiting are the main things in guerrilla warfare in Modern Conquest. When used appropriately by many people in an organized manner it will make any prolonged warfare attrition that is costly and will limit any expansion by a union. It is not glorious and you may not become the strongest from it. However, because it works you will be a pain, you will cause casualties and you will, if done with others, emerge as a power and a thorn in the side of a larger union. It will spread out power across the globe making individual towns and cities easier to take. I hope that this guide can help a little in your actions as many people are just waiting and doing nothing. It is a pain to see that when something interesting could be happening, even if battles are not won.

Edit: Crime: Crime is usually deterred by ordinances, however these require money and usually they are promptly removed as soon as the threat is gone. However, this leaves areas that are vulnerable. It only takes one day of recruiting in an empty area and you are to around 4 fame [at least in a 3,000,000 high crime city]. This allows you to go around the two most common ordinances and do crime, and since no units need to be moved, it is covert and lowers the income of a person.

Always remembers that battles are chosen. Losses do not mean defeat, a pyrrhic victory for an enemy can be more costly than your victory. Victory also may not mean defeating your enemy but rather making it too costly to maintain an entire empire.

It took around thirty minutes. I never did make it past colonel in around 15-20 (11-30 or so) rounds so I'm not all that good at this game. My words don't have much power behind them, but I also feel that I state the obvious.

Also GG is down from 41,000 point high last week to a new low at 35,000 it gets lower each day... the balance of power is shifting slowly [but the timer will run out so they will end up with 30,000 points by my estimation unless they start expanding again which I assume they will as they abandon crime for points]

^ Truth, They already overpower everyone else combined [or thereabouts.... I don't even know why we are trying anymore but that's besides the point]

But like I said they are spread out, as evidenced by certain actions for the last two weeks in South America against WW, which are still only effective to a certain extent [but they are gaining as they pour more troops in.] In all reality many times it truly is force on force which is a pain for people with no snipers, tanks, or aircraft.

In all truth They could have also taken over the world a long time ago since there are no longer any serious numbers of troops in the open [I assume everyone is waiting for that last day for one final strike]
